* Row Order - When changing the row order up or down in the form, the system automatically "shifts" existing rows up or down to have a consecutive list of fields. This may affect the actual row numbers displayed. For example:
Blank field types may be used to provide "white space" within a form and make the form easier to read and navigate from an end user perspective. Message fields may be used as headings within a long form (e.g. Indicator Definition form) to create breaks or categories to assist in end user navigation and usage.
